Moscow - St. Petersburg M11 Highway, section at 669 km Sections 7 & 8 of the Highway (Myasnoy Bor - Tosno - St. Petersburg) have been built and operated until 2041 by Two Capitals Highway on the terms of public-private partnership.

A section of Neva Highway from km 543 to km 684 passes through St. Petersburg, Leningrad and Novgorod Regions away from settlements. The construction was carried out in 2015-2019. Operation under the terms of the Concession Agreement commenced in 2019 and will last until 2041. In Saint Petersburg, the Highway runs through Moskovsky and Pushkinsky Districts. In Leningrad region, through Tosnensky district. In the territory of the Novgorod Region, the Highway will run through Novgorodsky and Chudovsky Districts.
Commissioning of the section significantly relieved M10 federal highway on approach to St. Petersburg and regional roads of the Leningrad and Novgorod regions, facilitated economic ties between the regions and gave an incentive to create logistics complexes and industrial enterprises near transport hubs.
